imo billion $/£ businesses shouldn't need pulling out of the quagmire; they should be keeping a reserve to tide them over the bad times (old fashioned business sense); instead the money has been wasted in shareholder dividends, stock buybacks and bonuses for the board and senior executives who are paid to keep the share price high.
Keep the money for the small-medium businesses and helping those out of work
