If you have a gun you are more likely to use it. and the fact the US police forces tend to shoot by colour rather than crime is not good news. I'm not sure your gun problem can ever be solved given that there are so many guns in the hands of civilians. As for the matter of the police having rocket launchers and tanks, if I tell anyone here that salient fact they just goggle at me, unable to conceive of why a police force, policing by consent, would need such items.
