Yes that's the problem, if one good cop tried to clean up the ten bad cops, the other 999 cops would hate him/her and call that person a traitor, so what does that tell us.
If you have one bad apple in a basket of apples it doesn't take long before you have a basket of bad apples as the rot spreads; I guess the same happens to cops.
